Definitely gotta cut down that steerer tube mate... It'll look better and feel more natural/comfortable to ride.
The frame is a ZHI, I can't tell you the year of it without some close ups, but it's a ZM-1 series frame.
If you have any questions or details you're after, feel free to shoot me an email for a quicker reply.

Thanks Guys, and Rush... I thought that too when I first saw them but I just didn't do it and now I got used to them I guess, I am afraid to cut it down in case it makes the bike fit me less or something, I am 6'5" and the spacers add up to 47mm. I've decided though, that since the bike is not currently running and I'm waiting on parts in the mail I am going to take this time to saw the steer tube down like you've suggested. How much do you think I should take off? All the way so there's no spacers you think?

I'd say cut it down a bit and maybe get a bigger stem? I don't ride mod so it's hard for me to judge.

Before doing anything to the steerer tube, I'd wait for your parts arrive and bike is ridable.
You'll probably end up with half the amount of spacers there or less, but its personal preference.

I suggest that you play around with the spacers and stem positions and have go for a test ride BEFORE you do any sawing.
That way you can find the setup you're most comfortable with, and not regret cutting off too much of the steerer tube.

^ +1.... damn good advice, that not only applies to trials.

I've met so many people over the years have have removed way to much streerer, and ultimately pay the price of having to order a new fork, or riding a sketchy bike with not enough streerer.

Exactly what I did to my inspired fork

I think my steerer tube goes just above the bottom stem bolt

Same here, but I got lucky and found a lower stack head set to solve the problem.
