Google "steerer tube extender", there are a few options out there. It will raise your stem though, so you might want to run a lower rise stem. You can also run a lower headset and a stem with a shorter clamp; the steerer only needs to reach the center of the top bolt. There are also ways to permanently lengthen your steerer tube if you're into fabricating and really want to make that fork work.

You need a new fork, dude. You may be able to get it to work but it'll be crap until you get a new fork. Sorry to give you the bad news, but it's cut too short.

Find a good dentist, ride it as it is. Pay for dentists monthly snow junket, purchase new fork.

Don't ride that bike like that= death. don't use steer tube extenders unless your riding to the store to get bread on flat, paved roads.... Even then don't use them.

If that fork is worth it and your REALLY want it to work :
Get the smallest headset you can find (to free up some space on the steerer) - I think I recall someone makes a "slimstack"? Or one of these below.
Then, get a good stem whose clamp covers much less area than that one, since that one looks pretty big anyways and you should have enough space.
However, at this point the money spent probably equals a new fork, so only if this fork is truly worth it to you.
(Examples of small Headsets)

Fork probably isn't worth buying a new headset for only still not having any room to work with spacers. Might as well get a new fork.

New fork....or new headset and new stem?
I think we'd all prefer that you get a new stem unless you were already going to replace your headset and stem.

Unfortunately for you, not every single bike in the entire universe has the same headtube length.
And since I see the edge of a headtube badge which reads China - How about a new fork?

Honestly,it's not worth it.I'm saying this from experience,it didn't end in death,it did end with a bad crash. You could end up wrecking your bike as well, there's a good chance it could ovalize your head tube.If you're unable to get a snug fit and the steerer starts rocking back and forth. You'll eventually increase the ID and then the bike is fubared.
I'd buy a new/used fork, let me know and I'll try and help you with that..
