someone just knocked the cranks off your bike?

that's pretty unkind...

as for tightening torques, I don't think they'll help you if the bike thieves in your town carry crank pullers and 8mm allen keys around with them.

If you just want them to stay put though, and take your chances with the bike thieves, tighten them up to the stop (for ISIS cranks) or as tight as you can with a standard length allen key (not a super long leverage one) for square taper cranks. bear in mind that square taper cranks will loosen themselves up slightly with initial use, so they have to be checked every ride for the first while.

the crank bolts fell out?

even if you shop tightened them up to 200ft-lbs they would still come loose with the natural break-in. You have to keep them tightened up yourself. Crank bolts and wheel skewers are the only things I check every ride.
