What's the down side to using brake pads made for a smooth rim on a rim having a grind? Do the pads get eaten up quickly but you still get good braking power? Do you get poor braking power?

You will have good braking but like you said the pads will wear out really quickly because of the soft compound.
From what I've tried, it depends on the grind but yes the smooth pads are generally softer in compound and will eat up your pads very fast. I've tried Rock green's during winter with a worn grind and worked really well. But with a fresh grind, it had more drag and didn't lock up the way it's supposed to.
