I know the UW cycling team will be at the NOC in march.

I'm not sure yet. I just emailed them yesterday when I realized they're not having their "Spring Splash" event during which I have always run my event. They're actually hosting a whitewater US Open in March so they might be a bit overwhelmed to do the Spring Splash, too. I have proposed doing the event later in the year, if possible. I'll let you all know as soon as I know.
