tensioner problem

Here's a weird one, I have a 2004 echo team frame, when I put the threshold tensioners on, at their lowest setting, the rim is still too far out for the brake mounts. Short of cutting down the dropouts, is there any way to get this to work?:dunno:

I cut my dropouts back 4mm and the tensioner goes on now. There is no need for the bolts as the chain tension is perfect... see how long that lasts.
