I am asking $380 OBO as I said it is NEW and you cant go and buy one in the same condition for the same price. Sure go ahead pay $400 on a brand new one. Still, I would gladly pay $20 to get one new from a shop that would help out with any warranty issues. Also, although you state that it is like new, when you buy a used frame from someone you never know what may have happened to it before you get it. The piece of mind you would get buying new is worth a good amount to most people.

It is an unfortunate reality for those selling things that the value drops significantly from the moment you take ownership. Getting something and then turning around to sell it is going to hit you in the wallet and it is the price of a bad choice in buying something you end up not wanting.
