Straightening derailleur out

Like how Ryan Leech does it, where the derailleur is almost straightened out, is that the chain tension, or what? Or is it something with the derailleur?

perhaps you're talking about a modified deraileur? to be used as a tensioner only? i think it's called locked out deraileur on this site
or a 'short cage' ? look that stuff up in the search function see what you find
